Code 8859 applies to employers engaged in the development or customization of computer programs or software for other concerns on a contract basis, as well as the development of standard “generic” programs for use by other concerns. The operations of this classification include designing, coding, testing and debugging software applications. Additionally, this classification includes handling troubleshooting issues, implementing updates and ensuring compatibility with new technologies, implementing updated compliance guidelines and standard software packages designed for general use across various industries.

This classification also includes the development and management of internet or web-based applications and websites for other organizations on a contractual basis.

This classification does not apply to employers that engage in computer programming or software development to support the employer’s operations which includes, but is not limited, to the development of programs for integration into a hardware product sold by the employer.
